This heatmap shows the top 10 San Francisco's government department revenues from fiscal year 2010-2016. There are 3 white, blank cells above because the Community Investment and Infrastructure (CII) department is the sucessor of the Redevelopment agency as a result of the California State Supreme Court decision in Feburary 2012. In other words, the Community Investment and Infrastructure department was established in 2013 after the court dissovled the Redevelopment agency. More details on the decision can be read here. This deicion explains why the department didn't generated revenues before 2012.

In the total revenue view, Public Health has been increasingly generating more revenue as compared to PUC Wastewater Enterprise, which has been generating a relatively steady stream revenue. This could be due to rising medical costs in the United States. However, in the average revenue view, General City Responsibilities and CII departments are the only one deviating from it's average revenue generated. This could be because city responsibilities can greatly vary each year, therefore generating different amounts of revenue. Furthermore, because of recent hike in gentrification in San Francisco, the city is focusing more on programs for the community, leading to higher revenues for the CII department.
